It is on an Xbox one that just had a factory reset. I am unable to access setting, prompted to update as soon as it powers on.

Thanks, in this case proceed with the hard reset (Is more commonly known as factory reset), the previous advise was power cycling your console

To do a factory reset go to Settings > System > Console info > reset
There you have two options:
1. Reset and keep my games and apps
2. Reset and delete everything

Try first with the 1, if that doesn't work proceed with the 2.
