Error with account message and a lost of vip rank

After reviewing your account, it appears that you are currently being affected by a known database issue which is interfering with the information on your account. What is happening is that your billable account information is being incorrectly communicated

Regarding your VIP Rank, MyVIP had a recalibration for the last few years. At the end of the year, we place you in your MyVIP rank for the new year based off your eligible spending from the previous year, and set your progress to the default state. This
happened in September 2015 and December 2016. We did not recalibrate this year (December 2017). You can check your current MyVIP level/progress at (https://rewards.xbox.com/myrewards/)

Preorders do not count towards VIP. So they could not be moved to count towards your VIP rank.

VIP ranks are reset each year. They were reset on January 1.

Keep in mind that game consumables, pre-orders, and subscriptions are not eligible for MyVIP, as stated in the FAQ:

What content on the Xbox Store is eligible for MyVIP?

Normally, most purchases for Xbox 360 and Xbox One from the Xbox Store qualify, including full Games on Demand titles (excluding game pre-orders), arcade games, indie games, game add-ons, game Season Passes, movies, TV shows, TV seasons, themes and avatar
items. In-game consumables, Xbox Live Gold memberships, Groove Music Passes, Microsoft Movies & TV Season Passes, and the purchase or redemption of Microsoft Points or Xbox Gift Cards, still do not qualify.

We see that a large portion of your recent purchases have been for game consumables. Those purchases are not eligible for MyVIP, and will not go towards MyVIP progress.
