Error message- %2 took too long to start. (0x80070079)

I have a game, Call of Duty 3, installed on my 4TB external hard drive, that I am trying to transfer to the internal storage. I made sure I have more available space than needed. However, the transfer stops at 63.9% or 87.57GB of 137.11GB everytime. I then receive the message that %2 took longer that expected (0x80070079)

Can we ask for a screenshot of the error code? Please conceal your personal information like full name, and email address.
Since the category of this post under Xbox console, may we confirm from what store did you install the game from?
What troubleshooting you already performed?
Is this hard drive for PC or compatible with Xbox Console?

We may recommend further troubleshooting steps once we have received your answers to the above questions.

Well this is the only game that has the option to update while other games like Warzone and GTA V say they need to be updated but are not displaying the option to update. And the error message that appears when I try to update Forza state stat “Give it another try

I have one other possible suggestion you may wish to try before sending the console in for service, but before offering my suggestion, it would be helpful to know if this issue began after the most recent Xbox system update (most recent update taking place
on or after July 9, 2019)?

And also, is your son's console enrolled in the Xbox Insider Program (a program allowing console owners to test early versions of the OS ahead of general release)?

I recommend that you restart your factory console but without deleting your games
