Error code29016 black ops 2

Getting error 29016 on black ops 2 only loops around to beginning every few minutes

If on an xbox one please follow this steps;

1. Turn on

2. Sign in

3. Go to settings

4. Blu-ray and disc

5. Clear persistent storage.

6. Hold power button for 10 seconds

7. Remove all cables

8. Wait 30 seconds

9. Insert cables back in

10. Wait another 30 seconds

11. Turn on

12. Sign in

13. Test Internet Connection

On 360:

1. Turn On

2. Check Disc

3. Hold Power button

4. Remove power cable

5. Turn on

6. Test internet connection

When i try to download black ops 1 or black ops 2 it give me that error code everything else works fine i downloaded a few games the same day and it worked but just black ops don't work

I can't get cod black ops 2 because it says: error code8C150000C1

its my call of duty black ops 1 black ops 2 black ops 3 and my advance warefare and i did speak to an agent thair hole team worked on it for a week and after that he send me a link to refund it but that server is every time giving an error
