I would suggest hard resetting the console itself holding down the power button and disc drive button until you hear two beeps or something like that i would look on YouTube how to do it correctly. But you are Able to reset the console without waiting for the console to load, also you can boot up into safe mode hopefully this answers some of you're questions.
