Error code 0x800700aa on friends XBOX One S

Simple as that. The minute he turns his Xbox on, he gets error code 0x800700aa. He's willing to do a factory reset, but he can't even get to the settings. Windows devices going as far back as vista seem to have this error code too, something about

I can BARELY get to any apps, very bad lag, if it even pulls up but most of the time the screen goes dim like its trying to pull up the app. Error code is 0x800700aa.

Also, when i turn on my xbox it takes a good minute on a black screen until it pulls up the Green Xbox screen.
