Error 80151012

Ok so this pass week a friend and I were trying to license transfer each other accounts but we keep getting error 80151012. This is the fifth time I've been trying to get at least my account or Xbox or whatever causing this problem. honestly I don't see
why Microsoft locked my account, I don't have any credit card info or anything on there but whatever.

Anyways what happened on the the time I used the chat room, a Xbox support lady told me to in this order:

1. clear the system system three times

2. delete the market place data (I looked everywhere on my hard drive and other memory units I own, I cant find the market place data anywhere.)

then 3. delete the system up date.

4. It asked me to sign up for an app password, I did that.

5. I set a alternative email address, the support lady told me to do so

6. when he went to go and download my profile, I deleted it off my Xbox. that didn't work ether

after all of this; after deleting some stuff I didn't even know existed, trying to find something that doesn't even exist on my hard drive, and waiting for an hour waiting to download the system up date, NOTHING HAPPENED. I still can't download his profile,
and he can't download mine. Honestly this is my last hope for getting this fixed.

All I ask for is if you had this problem and was able to fixed it, put it in order the step you did and how you did it... or if Microsoft can make it so both our accounts not locked that'd be just fine.
