Update your billing address. You need to have a billing address for purchases.

Add a security proof. Either email or phone number.

Make sure you completely entered your information on your profile (name, security proofs, billing information, etc.). Do not worry, no credit card required. ^_^

Sign out from your console. Clear the cache 3 times on the console.

Turn off the console for 30 seconds and then back on. Sign in. Attempt to make the purchase again.

If you are still having the same issue. Delete and redownload profile>>clear cache>>restart console and redownload profile. This is to update your profile data that is downloaded to your console. That should do the trick
