Error 0x80070002 When Starting Xbox Live

I think the problem was how the command was input into the command prompt. I believe there should be no spaces after and before the asterisks (*). Copy and paste this command into the command prompt: Get-AppxPackage *Xbox app* | Remove-AppxPackage

Copy and pasting should ensure it is done correctly. Once it's done restart your computer and open the Microsoft Store, then search for and download the Xbox App again.

If that doesn't help, I found a helpful article regarding this issue that could also be caused from a missing built-in app. Look over the article and go over all the steps:

After you hit enter the command is done and the process is done. I don't believe there is any loading since it was removing the Xbox App. You can check in your apps if you still see it there or not.

To re-install the Xbox app if it was removed just search for it in the Microsoft Store and install it from there.
