Error 0x3ec "We can't sign you in right now" despite proper time/timezone. (Win 10 Xbox App)

Ok, so I've been unable to sign into the Xbox app for a while now. My research results keep telling me it's usually timezone related. I'm getting this message:

We can't sign you in right now. Try again later.

(0x3ec)

However, I sign into the website and the android app fine, it's only the
Windows 10 Xbox app that disallows my login. I've double and trriple checked my time and timezone settings, and even
deleted and recreated my Microsoft account from my PC to try to reset the stored account data, to no avail. Does anyone have any suggestions?

When I try to sign in to MS Solitaire Collection, I get a sign in error "We could not sign you in to Xbox Live. Please check the Microsoft Solitaire Collection FAQ.... error code: 1170000."

Unfortunately I can't find this error code, or the answer at that link. I'm running Win 10. Help please!

When I launched my Xbox app on my Windows 10 device tonight, I received a message 'we are unable to sign you in at the moment. Try again later' (0xbb)

At the same time I received a Win 10 notification indicating that I was signed into Xbox Live.

I currently have no access to the Xbox app. Tried multiple times signing in, even though my OS is telling me something different.

Without the ability to sign in, I can't even stream from my console.

Anyone else have this issue?
