Actually I saw some people with a similar glitch, they receive the "suspension" but actually it doesn't affect their online experience in any way

As was noted above, I have checked my reputation and see no enforcement action. My last enforcement action was in 2013 to be exact and my record is extremely clean. I speak only to my actual friends on Xbox and consider myself a “teamplayer” when playing
with others.

YY44YY - Same issue, two friends I cant messge on app or xbox. Same time, last night. Just says sending forever on my xbox. Literally heartbreaking as this is my only means of communication with these people every day.

It was the same thing on previous generations,too.

At least now,devs got the opportunity to fix issues,bugs,gliches.

If someone is trolling you its is best to ignore them. Dont send them any messges because if you send something that violates Xbox Code of Conducts>>>Enforcement will take actions against your account. Even if you think your defending yourself.

Also, report each messages and report him. And just block him and ignore.
