    Files are encrypted. Modders decrypt the files so that they can be modified. Rumors are going around that R* secretly backs modding, so they make their files easily decyrptable.

    it's not encrypted ... the above link I gave proves that .. it's just a file system designed for Xbox one I very much doubt after a format the it can be un-done due to not being able to access the file system in the first place ..

    you can't, the game does have an exe but the files are behind an encrypted folder and they are encrypted to run on that one windows install. the files cannot be moved or copied in anyway.

    You are better off using gamepass at that point

    Computers use exes or coms files and with xbox games are also encrypted

    As mentioned you need to be in xbox insiders on pc the folders are encrypted you cannot adjust any of the files without breaking the encryption or using insiders steps

    You'll need administrator permission to open the files as they are heavily encrypted. Sadly that's the only other place the game files could be.
