Enable LAN streaming option on Xbox App

The Twitch App for Xbox has a new feature: you now have the ability to broadcast your Party Chat.

To use this, enable the “Broadcast party chat” option in the
Twitch app settings on Xbox.

Everyone in your party will have the option to allow/enable their voice to be heard by your broadcast/stream. Should they decline (DISABLE) , you’ll still be able to chat with them in your party, but they will not be heard
on the Stream/broadcast.

Hope this helps.

For those who don't use a stream app (like me) - this wouldn't be super great. An option to turn it off if you have an app enabled would be interesting though.

Are you already signed in on the Xbox One, and signed in to the Windows 10 App using the same credentials?

Have you also enabled the option "Allow game streaming", per this article?

Unfortunately you would need either a TV or a compatible monitor to enable the streaming settings on the console, only then will you be able to stream your games unto the Xbox App in your laptop.
