the download probably deleted but the purchase is linked to your account so you will be able to restart the download and install as soon as you get your electricity back on

It should continue from where it left off. But regardless of whether it does or doesn't, when you've bought content on the Windows Store it's linked to your account, not your PC. You download and delete it as many times as you like.

I originally purchased Horizon 3 on my old PC. I recently built a new one and just re-downloaded again. You
won't have to pay again.

I would recommend going to the microsoft store and downloading off there that's how I download my game pass pc games hope this helps.

I have the same problem. I can go to the microsoft website and get The Outer Worlds but it will only lead me to the Microsoft Store where i cannot download it. It will say get the game pass for pc while i got the ultimate game pass... Really wondering
why this is so broken when the website says i can download it but the microsoft store says i can't. It is the same account and all billings are paid. This goes for every game pass game. Hope for a quick fix!
