Elder Scrolls Oblivion: The Wizard's Tower DLC unable to download

Recently I was getting back into playing Oblivion with the Xbox 360 backward compatibility. I decided to purchase the DLC content available from the Microsoft store on my Xbox one but realized there was no The Wizard's Tower available. I went to the Xbox
360 marketplace online and purchased the content from there, which has worked for me a couple of times for other 360 games. When I made the purchase and checked for the content under "ready to install" all content except for The Wizard's Tower was present.
I checked my order history on the console, and sure enough, it is purchased. I then went online and sought out many different troubleshooting solutions, including resetting the console both manually and through the system, uninstalling and reinstalling Oblivion,
resetting my MAC address, and my router, removing and re-adding my profile, and even tried redownloading the content through the in-game downloadable content menu. In hindsight, I wish I had remembered about the in-game DLC menu, as I did find a post online
about someone being able to retrieve the content via purchasing from that menu, but whenever I select it and redownload it to my hard drive, the Xbox will bring up a message telling me the content can be found under the "ready to install" tab which it is not.
Any assistance in this matter would be greatly appreciated as I've hit a dead-end in trying to troubleshoot this issue.

Having the same issue, recently decided to get back into the game redownloading so i could play but found my saves are unusable with out the dlc

So happy its not just me! I made these purchases over a decade ago. My Oblivion stopped working on Xbox One recently, so I reinstalled everything. Getting that to happen was a pain! The store kept telling me to purchase things I already owned. Finally
I got it resolved, but my game still said content was missing. The missing content is Frostcrag, and it’s still acting like I don’t own it.

The elder scrolls wiki mentions a solution, namely that you first first install the fighter stronghold dlc and AFTER that the wizard tower. This might solve youre problem according to the elder scrolls wiki.

Oh, i did not know it. So this is the first and last purchase I make this way. Thanks to the warning.
