Dragon Ball Fighterz PASS 2 not complete!!

It's correct that you only have two new characters.

As it is a DLC pass the content will be released over time.

This week Jiren and Videl where released.

The other characters (Super Saiyan Blue Gogeta, Broly and 2 not yet names characters) will be released soon (no date given)

games often roll out differrnt parts of dlc at a time

As mentioned they get released over a period of time, You would have to contact the game devs to get more info as to why.

I can't find any statement on it in the store either.

But a quick search on the internet learned me that you will receive 2 characters now and the rest on a later date.

That's not really suitable, 'cause it's not indicated anywhere on the shop that we cannot have the 6 characters at the same time!
