Downloads on PC Xbox are broke

I've tried all those things multiple times except clearing cache (because its not an option when I use the directories you noted)

Sorry should’ve specified i was on pc, dont believe a soft factory reset is possible on pc. Also sadly i had the game completely downloaded, it was some 1.7 gb update that broke it
