We understand that you are trying to download games from Xbox app and is unable to because of the error code: 0x00000008. Let us check on this together and sort this out in timely manner.

We appreciate you have provided the troubleshooting you have perform in your description. When you said you have reset your PC, may we ask for the Windows OS it has? Is it Windows 10 or 11?

This error in downloading the games from Xbox app seems more related to the device you are using. You could definitely try these suggested troubleshooting that you can read below:

1. Install PC updates including Optional Update. Guide - Update Windows and if you have issues with update, please check the troubleshooting steps available here - Troubleshoot problems updating Windows.
   
2. Please do the update of drivers, guide - update drivers in Windows.
   
   • NVIDIA
     
   • AMD
     
3. Note: Please make sure you know your credentials before proceeding to the next steps. If in doubt, try to manually sign in here: Microsoft Account | Home.
   
   • Log out from Xbox app and Microsoft Store. Make sure there is no account remain logged into those apps.
     
   • Reset/Repair Microsoft Store and Xbox app (if using). Guide - Repair apps and programs in Windows.
     
   • Clear the store cache by typing “wsreset” in the Windows search bar. Run this as admin and wait for the screen to close and open the store automatically.
     
   • Try reinstalling the Gaming Services package on your Windows 10 device:
     
     • Right-click the Start button in the lower-left corner of the main screen, and then select Windows PowerShell (Admin).
       
     • In the Administrator: Windows PowerShell screen, type the following command and press Enter:
       
       Get-AppxPackage *gamingservices* -allusers | remove-appxpackage -allusers
       
     • Wait for the process to finish.
       
4. Restart and disable all antivirus, antimalware, VPN, proxy, firewall and PC Optimizer.
   
5. Sign into the Microsoft Store and please update all the Xbox apps by following this guide: Get updates for apps and games in Microsoft Store
   
6. Try to launch Xbox app and sign into your account. Lastly, try downloading games and update us here on how it went.

enable UPnP and remove ALL Port Forward. Then restart your Router and your XBOX. NOW your NAT should be open.

Be sure that you have the latest Firmware available for your Router.

To edit my original post, the Xbox One will do background downloads as you're using apps and doing other tasks. It will
not download games or apps when turned off. The system however will check for system updates when available and on standby. The Xbox will shut off to stand-by when the power mode is set to "Instant-On" (default).
