Downloaded games not accessible to all on console

If you using previously installed games from a disk it won't work

Series s console only works with digital games only

For games downloaded to the Xbox One all gamertags on that console can access the game so long as the console is set as the Home console for the tag that downloaded it.

As long as it is on the same console it was downloaded on, all the profiles on that console can access any content on the console.

Only the account that made the download can access it's download history.

Yea you can play it on both consoles. The best way is to download it on Console A(Brothers console) Make sure you are logged in to your account and download the game on the console. Also Make sure you have his console set as your HOME console. Go to Settings
and scroll to the bottom to set it. Now he has access to the game and all you have to do is go to Console B(your xbox) and download the game. Now both of you have access to Fifa.
