Download speed for Gamepass slow 500kb-2-5meg should be getting 30+

So as the title suggests, I just reinstalled windows from an older SSD to a Samsung 980pro 7000read/5000write nvme, and it's a dream except when downloading games from gamepass now, steam gets 30-40meg second downloads but Microsoft is sometimes under an MB.

It's worth mentioning the only thing that has changed is my nvme the internet/other hardware has all remained the same.

I've tried a few things (I don't really understand following tutorials from youtube) and nothing has worked.

I've reset the windows Xbox app and also reinstalled it, no change.

I've made sure windows isn't limiting download or upload (it isn't), no change.

And a few other things I cannot recall right at the moment, I've tried to get onto a hotline with Microsoft but the service looks to be temporarily unavailable.

Any help would be amazing! thanks in advance!

Thanks for the reply, but as I stated before I'm getting 30-50meg in steam downloads, yes it is PCI 4, if it was PCI3 it would still have the speed to get much more than 5meg a second and certainly NOT 500kb, I've tested on my old HDD and new HDD, both of which have the same issues on gamepass and do not have those issues on steam, or chrome downloads. The games I've tried downloading are AoE5, Anvil, wasteland, and FAR: Changing tides

Now ill accept that I didn't clearly state before I reinstalled my old HDD I was seeing speeds of 30+, the only change is my new HDD which as stated shouldn't be the issue as it isn't with any other systems, this is clearly a Microsoft issue, I simply want some solutions on how to fix it, at this point id say reinstalling windows might be my best option, but again... windows is more than capable of downloading speeds much higher, it is a Microsoft store and Xbox app issue. I've put more than 10hours of trouble shooting into this, so I am quite frustrated at this point, and also being unable to get to talk to someone directly is quite annoying that this has been left as my last and only option.

32gig ram 3600speed I believe. cannot recall atm.

GeForce 3070 GPU.

Drivers are all up to date and checked.

The data rates reported by the app or a “real world”, so if it downloads a one megabyte file, and decompress as that, you’re gonna see every step of the way. This is very common when people are installing A game like flight simulator that has thousands of tiny files. You see the file download it, then the file decompressed, then the next file requested

It would help if you told us specifically which game you’re trying to download, and what the specs of your computer are. If it’s a prebuilt computer please give us the make and model number.Please be aware that you cannot take advantage of the extra speed of the 980 pro if you do not have a PCI 4.0 compatible m.2 slot

Same thing on my end also.

Done all attempts to fix... no luck.

Download speed tests at 47mbs with 0percent loss and 17mbs Uploads.

Ping steady at 30.....(xbox test)

Also tried port forwarding and refreshing the mac address.

Removing my Gamertag and re adding it saw a small increase in update speed. From 500kbs to 1.5mbs

Still very slow when trying to do a 47gb update for Rainbow Six.

This issue has been happening now for a few days.... with no end in sight

That’s sad, I live in middle of nowhere and my download speed is 500kb/s 😅

I have the same issue.. it seems like it's always been slow to download or install anything even though my Internet is 35mbs. Everything I download is around100-500kbs. I checked on my pc also and it's fine on there so I'm guessing it's something to do with
the servers not allowing us to do download at our real speeds?
