Download error can't get the license needed for playback

I have movie purchases on my Xbox 360 account and I got a new movie yesterday an Anime Yugioh Bonds Beyond Time but I can't download any of them because I'm getting the download error can't get licences needed how do I get my licences for all of the purchases
that I have including the anime movie for my Xbox 360 my Gamertag is Superboy1 I can play the movies I have but can't download them

I have purchase a online movie via my xbox 360 but get the message unable to get licence when i try to download it, I have requested a refund but was told no refunds available for this type of purchase.

I have tried all the other things like deleting the cache, deleting my gamer tag and re downloading it incase it was corrupt, nothing seems to work. After re installing my gamer tag i tried to purchase again but it said i all ready owned the movie, but again
when i try to download it says cant get licence.

Ive tried to contact microsoft online or try to talk to someone about either solving the problem or getting a refund im happy with either but im getting absolutely no where and about to just give up on it, this is my last hope for some sort of help

That's an extremely clever response for people who want to request a refund because some people have telephone phobia and they just won't be able to refund because of those people, like me, being afraid to talk in real time to a complete stranger and bothering
them about viewing a movie in the resolution I intended to buy the movie for (expected 1080p and got 720p on PC) and then not even letting me download it in 1080p on Xbox 360 too. So... you win, GG, good job.

UPDATE: For us people who hate using phones, apparently you can now ask for support through a text chat support service called Xbox Gamers. Use the contact support bot and access it by asking for Xbox Payment & Purchases.
Then just follow the steps the support will ask you along the way there. Weird how that service is an incredibly helpful alternative to Xbox Support but no one seems to mention it.

I am sorry you are having trouble to play the movies, try to clear out the
system cacheon your console multiple times. Once it's been cleared, turn off your Xbox and unplug it from the wall for a few minutes. Then try to view the content again.

If the above didn't work, you can try to remove your account from the console and add it again
