Create a new Microsoft account for Jordan.

Once you've changed the region of your Microsoft account or created a new Microsoft account for Jordan, you should be able to redeem the Game Pass code without any issues.

Is your gamertag set up for the same country as you live in? If not that could be the issue. Some games cannot be downloaded if the IP address is different from the country they are downloading from.

Seems to be different codes for different countries, yet you're able to enter in each countries codes. I have like 5 different 3D locust pics unlocked lol

Very few have any aussie ones though (aside from the above)
