Download a Game pass game in an external HDD from different console and transfer to mine

I don’t think it will be an issue as long as the external hard drive meets the requirements.

Your Xbox One will check to see if you have an active subscription, digital license or disc on first start up of the game.

Why not give it a try with a game and let us know how you get on.

The short answer is, "yes". As long as you are signed into your account, and connected to Xbox Live, you should be able to launch these games when you have your EHDD attached to your console.

Is it possible to transfer the game from your USB to your HDD on the 360? Or is that when the error happens?

Are you able to re-download the game from the Store again? If you can try using a different External device or if you have HDD space use that.

Right now the only option ita downloading the game on your console.

The other thing you can do, if a friend have that game installed in his console (Digital Or Physical) that you want to download, you can take a External HDD (USB 3.0 over 256 GB) and copy the game to the HDD, the connect to your console and transfer the
game or used from the HDD.

You can transfer your games and/or dlc to be stored on an external hdd, saves are stored on the cloud too, but when you transfer all the data to the external it will be no different to when it was on the internal hdd. Not sure if you can keep the save data
separate using two hdd's though
