when I go at Service don't find Xbox monitoring please give me URL to download or fix this

and when I go at Xbox live have 404 or 400 Error

my windows is professional 1809 version

If your budget allows, go for a 4K monitor instead of Full HD. Full HD for Xbox One X is good but 4K is great. Found some mixed gaming monitors for box https://x2.games/best-gaming-monitor-for-xbox-one-x/

Else, get a 4K TV if you don't play on PC.

I think it's a known Xbox One X issue with 1440p 144Hz monitors. I found an article that said that if your monitor isn't specifically a 120Hz monitor that it won't be recognized by the Xbox. If this is true, it would be fantastic to get a fix at some point
from Xbox because a lot of people are opting into 2K 144Hz options.
