Does Xbox generate a gamertag when you create your account?

I created today my Xbox account, but I noticed that it assigned me an automatic gamertag and I had to use my free ID change. Is it really "free" when you're forced to change to something you identify with?
Before I created this new Microsoft/Xbox account, I was able (with a different account) to choose my own gamertag when I signed up, so why didn't allowed me now to do the same?

Free changes were given to everyone back in 2019 when they changed the gamertag policy. So if you had created your account before then, you would have been given the chance to change the tag for free even if you chose your tag when you originally signed up. Any accounts created after that time, would not have the option for the additional free change.

I just don't understand why I was able before to create an Xbox account and choose freely my gamertag and still have the free name change available.
If everyone is supposed to get a generated Xbox account ID, why was I able before to create a Xbox account and create my own gamertag and still have the free name change available?

You only get one free change if you use the name given to you when you created your account. The gamertag you stated does not appear to be an xbox generated gamertag so you would need to pay the fee to change that

Afraid not.

When you create a account it is given a randomly generated gamertag,you get to change from that to a gamertag of your choosing once for free.Any other changes must be paid for.It does tell you this.
