Does anyone have a list of games working on digital licence

disc to digital does not exist and would not happen, you would need to purchase a digital licence or have the drive repaired.

As far as I can see all of those games you mentioned have been delisted for digital sale.

Games that have been delisted can not be made BC, reason being that their associated licenses have expired.

Licences are major part of sports games, containing multiple licence agreements.

Licences could include:

The players.

The venues (yes, really).

In-game branded clothing.

Licenced music tracks.

If just one licensed part of a game expires said game can no longer be sold as a digital game.

Notice there are very few, if any, Xbox 360 sports games available for BC - check the BC list - this is the reason why.

Something is wrong on your end. This is how the licensing has worked for a long long time now and is the very reason the license transfer option exists.

XBLA games, Games on Demand titles and DLC I buy on can all be used by the other accounts on my console.

This is only for the 360 and does not transfer anything between accounts.

I really hate to reply to questions marked as 'answer' but in this instance I feel that I must.

Digital games will work on any account that also owns the game and can connect to Xbox Live. Digital download will also work if the second user has the disc instead of the digital licence. It also works the other way round.

What parity described is how it works on 360. Xbox One does things differently.

He does not need to connect his console to your internet, he can just have a copy of the game. As long they are connected to Live it will work.
