Does anyone have a fix for the problem of not being able to upload clips to the Xbox network?

Please try the following steps one at a time to resolve the issue:

Solution 1: Do a power cycle to clear the cache of the console

1. Turn off the Xbox console by pressing the Xbox button on the front of the console for about 10 seconds until it shuts down completely.

2. Unplug the console's power cable. Wait 10 seconds.

Important Be sure to wait 10 seconds. This step resets the power supply.

3. Plug the console power cable back in.

4, Press the Xbox button on your console to turn on the Xbox console.

Solution 2: Kindly check if there is a pending system update for the console.

Make sure your console is connected to the internet, and then press the Xbox button to open the guide.

Select System > Settings.

Select System > Updates & downloads.

Under "Updates", you'll see: Console update available. Select this button to begin your update,

Solution 3: Do a factory reset

1. Press the Xbox button to open the guide.

2. Select System > Settings > System > Console info.

3. Select Reset console.

4. Reset and keep my games & apps.

If the same issue persists, other players are experiencing the same issue right now. Although there is no official announcement yet about the issue. Let's wait until it gets fixed, you can also provide feedback about it using the Report a problem app which you can download by doing the steps below.

Press the Xbox button to open the guide, and then select Store.

Select Search, and then enter Xbox Report a Problem in the search box.

Choose the app from the search results, and then select Download.

Follow the instructions in the section “Report a new problem” to submit your problem report.

I think saving clips are really easy and accessible to do i don't get problems being able to access and download or upload my clips. Yeah certain lengthy clips take a little while to upload but i think thats fine its not that bad.

This Error Code means that you have to many Clips/Screenshots uploaded to Xbox Live and Xbox DVR fails to load them all, so you need to ether remove some Clips/Screenshots from Xbox Live (Those Clips/Screenshots will still be on your Console, just not on
Xbox Live for anyone to see) and if that doesn't fix the DVR Error then you have to delete some Clips/Screenshots completely both from Console and Xbox Live to fix this DVR Error so Xbox DVR will be able to load your Clips/Screenshots about For Honor and other
games.

I do understand where you are coming from and I know that you just want to upload your clips properly. I really wish that there is an alternate option right now to upload it. It must be uploaded to the Xbox Live network. We really have to wait until the issue has been fixed. It would be best to submit feedback using the report a problem app.

I am having this same problem but it seems it is isolated to specific games. I have been able to upload a multi clip from RESIDENT EVIL HD REMASTER edited in 'upload studio'. It could just be multi-clip or It is liklely just clips recorded from RESI HD.
This is an issue and the xbox support team dont know what is up!
