Do you slowly lose the risk of getting permanently suspended/banned overtime?

Xbox's disciplinary system uses the concept of strikes. If you receive 8 strikes in a short period of time, your account may be suspended for a full year or even permanently. Each strike will be recorded for 6 months; after that time, it will disappear from your account, reducing the possibility of receiving a further penalty if you maintain good behavior.

Keep in mind that if you engage in particularly offensive or unconventional behavior, you may receive a permanent account or console ban regardless of how many strikes you receive.

if you do that you will have a permanent mark on your profile, you risk permanent ban too and losing all content, if they also reset your gamerscore for modding and don't ban(which is unlikely) you will never be able to earn gamer score in the games that you previously earned gamerscore.

There's no set limit to the amount of suspensions you can have before you are permanently banned but obviously if you do keep getting suspended then you are not learning your lesson & following the rules so you will get banned eventually.

It's not just the number of times you've been suspended but the severity of the offences as well.

Using any in game exploit can get you into trouble whether the devs choose not to fix it or not so doing so really is not worth the risk.
