Do you get the adjustment tool for the toggles with the design lab series 2 controller?

I'm not sure what you mean by "adjustment tool for the toggles", but if you just order a Design Labs Elite Series 2 without any extra accessories, it comes with the dish-shaped D-pad, 2 regular sticks, an adjustment tool to adjust the stick tension (maybe that's what you're talking about), and a USB cable for charging.

You can then choose from 3 different accessory packs: paddles, a thumbstick set and cross-shaped D-pad, and a carrying case and charging dock, or you can pay one price for the controller and all of those accessories included.

So, if you're talking about the stick tension adjustment tool, you should get one in the box no matter which accessory options you chose - even if you chose no extra options.
