Do some Xbox 360 games have a poor frame rate?

I alway seem to get poor frame rate on Oman for some reason.

I wonder if some discs just randomly have frame rate issues? I have the new Xbox 360 and the game installed to the hard drive, and I have frame rate issues 24/7, even when I'm just walking around in the world not doing anything. It's really ruining the
experience for me and I was really looking forward to this game :/

Honestly no problem on my end with the game so it could just be your game or xbox. Sometimes when the xbox is getting hot the frame rate will drop or installing to the harddrive might help if your just running it from the disc. It doesnt sound like a common
problem so its probably not going to be patched as it could be any other number of issues.

No one knows?

I guess I'll ask this: is it normal that some games on the Xbox 360 simply have a low frame rate? Like I mentioned, FEAR doesn't run that well, but some other games do (like Rage or Call of Duty series).
