Thanks for reaching out to the forums. We understand you are having issues with a DLC. Since part of the DLC is working, have you tried posting to the
Forza forums? You can try and uninstall and reinstall the DLC as it may be corrupt. To do this go to my games and apps>find the game and highlight it>press the start/menu button>
go to manage game and add ons>under installed uninstall Fortuna island.

Have you tried reinstalling the Xbox App? You should give it a try.

If you're still having the issue:

• Fix 1:
  
  Login to Windows 10 with a local Microsoft Account. This fixes the majority of cases reported.

• Fix 2:
  
  Open the Windows 10 Store, then in the top right corner click on the profile picture.
  
  If you have multiple accounts signed in, sign out all of them but leave the email account linked to the game’s purchase signed in.
  Next, in the Windows 10 Store download any free app at all.

Then try playing Sea of Thieves again through the Windows 10 Store “Library” page.

It's a computer not console.
