DLC I bought no longer tied to account?

I bought DLC for Halo Wars 2 Awakening the Nightmare when it released on September 26th. I have a bank statement showing the payment to Microsoft, and I got home the day in question, played the whole thing, had a great time. Not a problem.

However, today (November 8th '17), when I tried to play it on my new Xbox One X, I found that I could not download the item again and was being prompted to pay the $24.99 plus tax again for the expansion. I found that, when I went to my old Xbox One and
signed in, it would show up in my 'ready to install' section no problem. On the Xbox One X, no such luck. Everything else BUT Awakening the Nightmare is available. Odder still, it does not show up in my transaction history at all, and I have no email from
the original purchase on the 26th.

Today, I've sat through over two and a half hours talking to someone on Xbox Support chat who told me that none of the accounts on my console have a lisence for the game, despite my bank statement showing the purchase and despite the fact I've completed
all the achievements on the DLC, and despite the fact I can somehow download it on my older Xbox One console.

I've sent numerous images of my console's dashboard showing the content's availability on old console and unavailability on the new console, redacted copies of my bank statements and, as of the time of writing, I'm still getting absolutely nowhere with Xbox
Support. I want to know what evidence I need to display that I have paid Microsoft Corporation the cost of the DLC and have played it up until now with no errors. Failing that, I want a refund so I can properly purchase it again.

I've been calm for most of this but this is getting kind of ridiculous.

Can I play my RB songs on two different Xbox's??

Each piece of DLC has 2 licenses. One tied to the Xbox it was bought on and one tied to the Gamer Tag it was bought with. As long as one of the licenses is being used then you can play the song.

so as long as you have the GT the songs were bought on on a different Xbox then the songs were bought on it is possible. but that GT will need to be connected to Xbox Live in order for it to work.

 

what is the point of cod elite?

As it's now free and no longer tied to DLC, I don't see the point of it. Same with Waypoint. You can check stats in the games themselves.
