Sadly, companies have done this on several occasions, including at least one game published by Microsoft themselves. A game has had DLC in some stage of production and the achievements have been added to the Microsoft database, but the DLC was never released.
A couple of good examples would be
Hellboy: The Science of Evil and
Disney The Little Mermaid: Undersea Treasures. As Daft Badger has stated, it's up to the publisher,
Disney Interactive Studios, and the developer,
SuperVillain Studios, to complete and release the DLC.

KOTOR 1 and KOTOR 2 will never be Re-Mastered for the Xbox One because Disney now owns the rights to the Star Wars stuff.

I love Disney and the Disney Channel, but the content in KOTOR 1 and KOTOR 2 doesn't work well with them (Disney).

I'm sorry to hear about the issues with the Disney Universe DLC. Let's see what we can do to get things sorted.

1. Can you tell us exactly what addon/DLC you bought for Disney Universe?
2. And where does it freeze for you?

The first thing I would try would be redownloading the DLC again, but with an extra step added in:

• Go to Settings > System > Storage, find the DLC and delete it.
• Clear your system cache.
  
• Restart your console.
• Redownload the DLC from your
  Download History.
