First of all if you realized that now you can report for what he is doing.

So what I suggest is either disconnect your modem/router to change your IP or if that doesn't work then you have to manually change your IP address. Try to go on Google and search on how to change your IP address.

Also, it is against forum rules to post other users Gamertags in the forums in an attempt to "call out" or "name and shame" them, please refrain from doing so in the future.

Have you figured out a fix for this? I disconnect very consistently every 30 minutes. I'm not positive when it started, but this timeline seems pretty likely for me. Was there a software update that messed everything up?

My detailed Network Diagnostic gives the following information:

[*]Download Speed = 62.70 Mbps
[*]Upload Speed = 57.78 Mbps (Both upload and download have been higher. I've seen 82/66)
[*]Latency = 39ms
[*]Packet Loss = 0% (I've seen 1 or 2% before)
[*]Wireless Strength = 88% (Has been up to 98% before)

It's likely the console is too far from the WiFi router to be able to keep a strong signal, but let's take a closer look at the network stats to see whats up!

Run a Detailed Network Statistics test on the Xbox One console and please provide the following information.

• Download Speed
• Upload Speed
• Latency
• Packet Loss %
• Wireless Strength

Let's then have you try to do a Network power cycle, to see if it helps.

• Start by powering off and unplugging your Modem, Router (if applicable) and Xbox One console.
  
• After 60 seconds of the devices being powered off, turn on the power to your Modem and then the Router (if applicable).
  
• Wait another 60 seconds for the network equipment to turn on and gain the proper signals from your ISP. Then turn on your Xbox One console.

Call your ISP, let them know what's going on and they'll be able to advise you and fix the problem. File a complaint against this person, set them to avoid, block communications with them and then laugh heartily when they turn up in account suspensions.
