Did not receive a digital copy of Just Cause 2, when buying Just Cause 3

I ordered Just Cause 3 online On Dec 5th, and the page clearly says that up to 90 days after release you get Just Cause 2 as a digital download.

As of now the page still has the note Just Cause 2 free.

I also confirmed this with your tech chat twice. In both occasions I was told it would be 24-48 Hours from purchase. No dice yet.

The last rep "Gian" recommended that I create a message here as he said it would be faster. The chat I had was SR#:1316754661

Receiving a copy of Just Cause 2 after buying Just Cause 3

Well a while back around March 1, I purchased Just Cause 3 XL edition after browsing through the new game selection. I found an offer stating that if you purchased Just Cause 3 you would get a copy of Just Cause 2 along with it. So I decided to purchase
Just Cause 3 the XL edition because I wanted to get all the DLC and I also wanted to Just Cause 2 also because I had not played it. Well after a few days I posted this question the forums and was told to wait because it had been so soon, So I did but it has
been over 3 months and I have yet to get my copy of Just Cause 2. I am just curious does buying the XL edition make me void of that offer? Because it be kinda ridiculous if so. Please help me if you can, I would just like to know.
