Hello I have been trying to sign up for a development account and everything works fine but when I put my details in and im about to pay it comes up with this

When you say developer account, are you referring to the insider program for Xbox?

steps here .

When it comes to those other programs, I would check out the pages under the Get Help section
of the Developer page.

It was originaly insider program for windows mobile
