its not illegal to obtain anyones ip address, if you do anything to that ip though then it becomes illegal.

Unfortunately Microsoft can't do much about third party websites outside of their control. Getting a website taken down is often a long and lengthy process that often times requires some sort of legal steps to be had.

This type of attack is not carried directly to the console, but transmitted by the router. Generally routers have built-in firewalls and systems that detect DDoS attacks. You can check in the router settings and increase the security level. However, you
can contact your ISP to isolate the IP of who is implementing the DDoS attack.
