In that case that is the reason. When the CPU is high it starts to freezing (is commonly known as thermal throttling)

Did you try changing graphical settings for both games?
Or which laptop model / CPU and GPU do you have

Thermal protection has been part of Intel and AMD CPUs for quite some time. I have an i3 2100T with the stock heatsink/fan mounted on an ITX system. The fan power cable was wrapped too tightly around the fan grill/cage and prevented the fan from turning.
System booted fine, but videos would slow to a crawl. The reason was the temperature protection kicking in and throttling the CPU speed down to prevent damage. It was transparent and the system never alerted me to the problem.



Thermal throttling on x86/x64 CPUs has been a solved problem for many years.

no overheating issues. the whole thing is designed to run much cooler and it has a temperature gauge that will throttle cpu if there is user error (vents blocked or what not) or a fan failure.

Ok thanks but lets say for example it did start to overheat will the pc shut off before it started to get too much and potentially course a fire. Its just because i heard this from someone else that it will shut of if it gets too hot.

It won't overheat. PCs don't get hotter and hotter and then spontaneously combust. CPU's would thermal throttle when they get near their temperate limits. For modern Intel processors this is just over 100c and for AMD about 95c. When the throttle occurs, the CPU is downclocked and draws less power. Less power equals less heat.

Since your download speed is so low, your PC won't be at any risk of thermal throttling let alone over-heating. Downloading and unpacking files wouldn't cause overheating even on a fast connection.
