Wirelessly, you can connect up to a maximum of 8 controllers, so it's likely the same limit applies when connecting them through USB cable. Keep in mind that the vast majority of games do not support 8 players, in fact, it's rare for any game to support that many local players. Therefore, the need to connect so many controllers may not make much sense unless you are playing a game that supports such a large number of players.

Natively, Xbox consoles have 3 USB ports that you can use to connect only controllers. However, you can use USB Hubs to connect even more controllers.
