Controller shutoff distrupts mouse and keyboard

the original Xbox only came with a controller. the Xbox 360 only came with a controller. the Xbox One comes with a controller. you can't buy an Xbox One with a Keyboard and Mouse.
in my opinion if they don't sell them with a Keyboard and Mouse they shouldn't have support for Keyboard and Mouse. if you want to use
Keyboard and Mouse you should play on a PC and not on a console.

I'm not a big fan of Mouse and Keyboard support for consoles but i don't have a problem with it if games keep Mouse and Keyboard users and Controllers users separate, as Mouse and Keyboard users have a huge clear advantage over Controller users.

The Xbox can't be controlled by keyboard and mouse through the Stream mode at all. While it's possible in the Minecraft Bedrock Edition to use Keyboard and mouse, all other games don't accept keyboard and mouse input at all.

You might have to try Minecraft, if you can control it via Keyboard and mouse while streaming to your PC.

For the following to work you must make the menu selections using your keyboard. If you use the controller to make your menu selections to start the game you will be placed in a room for those with a controller and your keyboard/mouse will be non functional
to make it fair to other players. To enter the room for keyboard and mouse users the game must be started by selecting the options using the keyboard/mouse. Hope this helps.

Players using a controller will not be put into games with players using a keyboard/mouse & vice versa unless they choose to.

Other than RTS games I can't stand using a keyboard/mouse to play games with,much prefer a controller.
