    You have to be online for the initial setup. but after that you can go offline if you wish.

    Thank you for reaching out. Yes, your Xbox One requires an internet connection in order to start and finish the initial setup. Afterwards, you can

    set your console offline     and not have to worry about connecting your Xbox online again. Hope this helps! :D

    It has always been a requirement of the Xbox One that a connection is required to complete the initial setup, after that you can take the console Offline.

    If you don't want that, they you will need a different system.

    If you want a console that doesn't require internet, then unfortunately you'll have to suffice with Xbox 360 only.

    Unfortunately, that will leave you at that console generation (Xbox 360, PlayStation 3, Wii/Wii U). All three major platforms have significant Internet connectivity requirements for game and system updates.

    As to setting up your console, there is the
    offline system diagnostic tool    . This will also let you update the console when it is not able to connect to the Internet and to Xbox Live.
