    I know you said you checked all of your settings, does that include your privacy and voice settings too?

    Check out that link and start from step 3 and on.

    To me, it sounds like there are some restrictions to the account, was it set up as a child account before (or are you under 18 with a supervised account?)

    I remember coming across something where if chat is set to friends only, it would automatically block you off from hearing anyone.
