In regard to the missing in-game feature for the Microsoft Xbox version of the game, we can perform some basic troubleshooting steps for the feature to show up or if it can be downloaded however if it still doesn't show up, you will need to contact the game developer itself as they can provide you an update fix for the missing in-game feature.

1.) If you’re still not seeing your content, try installing it directly from the Microsoft Store. While in the Store, press the Y button  on your controller to open Search. Enter the title for the game that you’re looking for, and then select your item when it appears in the search results. If you’ve already redeemed or purchased this content, you can launch or install it from the game page. If you’re looking for an add-on:

From My games & apps > See all > Full library, highlight (but don’t select) the base game.

Press the Menu button  on your controller, and then select Manage Game and Add-ons.

Select See in Microsoft Store and check that the item you’re looking for is part of the game that you bought.

When you pre-order a game, for instance, and your purchase includes an additional game or content that’s not an add-on to an owned game, you’ll need to install the additional content from the Store.

Note Downloading content that you already own from the Store doesn’t require you to pay for it.

2.) On your Xbox mobile app

Sign in to the Xbox app with the Microsoft account that owns the content.

Select the My Library tab, and then select Games.

Review the content that’s listed under your account. After you’ve found the game you’re looking for, install it remotely by selecting Download to Console.

Note The Xbox app for Windows will only show you games that are compatible with your PC.

3.) Kindly make sure that your game is up to date:

Open the Xbox app for Windows.

In My Library, select the game title.

Select the More options (…) button and choose Manage.

Select Files and then Check for updates.

It seems the best option you have now is to contact the game developer, Relic Entertainment as they can possibly provide you the missing in-game contents from their server database.

I have the same issue

I tried following your steps but this doesn't work. It's not the DLC that's the problem. It's the base game via Microsoft Store. Can we update the COH2 Complete Edition to include the commanders that were once downloadable on steam?

We can try to perform some basic troubleshooting steps, in order to fix the issue:

For our first troubleshooting steps, kindly try to do the following:

1. Logout from Xbox app and Microsoft Store app

2. Look for the Xbox app and Microsoft Store in the Windows bar, right-click, click app settings and then click terminate, restore and reset. Do this with the game too.

3. Clear the store cache type ''wsreset'' in the Windows bar, run as admin, and wait for the screen to close and open the store automatically.

4. Login with your account again in both apps

5. Open the Microsoft Store, click on the 3 dots in the upper right corner ''download and updates'' and click on ''get updates'' and update everything. After these steps try again.

6. Then check if the DLC showed in-game.
