After investigating, you should be able to purchase the Vault Edition upgrade via the in-game store. You can read more about this in our Call of Duty: Modern Warfare II section of our Game Release Known Issues article.

How to purchase from the in-game store:

• Make sure Call of Duty: Modern Warfare II is updated
  
• Launch the title and press "A" to start
  
• Once in the game, navigate to "Games" and select "Modern Warfare II"
  
• At the top of the screen, you should see the following options:
  
  • Play
    
  • Weapons
    
  • Operations
    
  • Battle Pass
    
  • Customize
    
  • Store
    
• Navigate to “Store” by using the right bumper (RB)
  
• Navigate to the bottom of the page to the “Franchise Store” section
  

From there, you should see the Modern Warfare II – Vault Edition Bundle listed as an add-on with the ability to "View Bundle" or "Purchase"

First, make sure that it’s showing on your end as “completed”. Please sign in to https://account.microsoft.com/billing/orders and once confirmed, for cases like this what we initially need to do is to quit the game and perform power cycle in that way once you launch the game your in-game data will just re-sync.

Kindly quit the game and follow the steps below before you re-launch the game.
