I'm having the same issue on my Lenovo tablet. It only gives the option to download to console. I'm signed in with the same account on my android phone and it allows me to pay that same game. However, I was able to play those games on my tablet previously. Some how the app was deleted from tablet and after installing again. It will not let me play remote on tablet

I have this issue too with my Xbox One X and the Android GamePass app. This used to work however something must have changed in either my Dashboard (Preview Alpha) or the Android app. Strangely enough, the Android GamePass app is able to uninstall items
on my console and record the installation progress when I manually install GamePass games on my console.

I have reported this issue both on the GamePass app and via console Insider Hub report feature.

If you want to install xbox games from an android device with gamepass app its possible if you own gamepass

They are talking about your cloud saves you need to start deleting extra saves including games you don't play no more there is a limit on cloud saves
