If you have pre-ordered the ultimate edition, then you should get the ultimate edition. The ultimate edition of the game does include the standard edition of the game, and any extras that is included with the ultimate edition. This is probably why it shows the standard edition as pre-ordered.

We understand that you're experiencing an issue concerning an inability to play

Cities: Skylines - Natural Disasters, as the game will not start.

Do you own the full game of Cities: Skylines - Xbox One Edition?

If not, the reason being that Natural Disasters is only an add-on for the full game, and the full game would need to be purchased in order to play this specific DLC.

Cities: Skylines - Xbox One Edition in order to use
Cities: Skylines - Natural Disasters as that is an Add-On for the main game. You will need to Purchase the main game or if you have the

Xbox Game Pass subscription, the main game is available to Game Pass subscribers.
