Cities Skyline Windows 10 edition will not start

Having checked the Microsoft store for the season pass for the Windows 10 version of the game, there isn't one listed. It's possible you ordered the Xbox One version of the season pass by mistake.

You might notice there is no season pass listed for Windows 10 version.

Cities: Skylines is available also on Game Pass for PC, it's just a diffeent version (Windows 10 version). It may have region restrictions eventually, but it is available otherwise on the pass:

Please verify if all the Xbox services are running on your PC.
For this, search Services by using the Windows search feature and look for the next services once you open the program:

IP Helper
Xbox Live Auth Manager
Xbox Live Game Save
Xbox Live Networking Service
Gaming Services

Then, do this for each service:
Right-click on it and select Properties. In Startup type, make sure it’s set to Automatic.
If the service isn’t started, click Start Click Apply and OK to save changes, restart your PC and try again.

**If you're not able to do this with Gaming Services you can skip that part

If the inconvenience persists, please try reinstalling gaming services by following the next procedure:

“ Select the Search icon on the taskbar, type powershell, right-click on Windows PowerShell, and then select Run as administrator.
In Windows PowerShell, type the following command and press Enter:
get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers
In the same window, type the following command and press Enter:
start ms-windows-store://pdp/?productid=9MWPM2CQNLHN
Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt.
Restart your device and try to open the game again”

The game is available on Game Pass Ultimate and game pass for PC, so It can be downloaded on both platforms; Xbox console and Windows PC. However the game has two editions ; one for

Xbox, and another for Windows 10

Which means, since you were playing on PC, you must have the Windows edition and therefore those addons or DLC will work only on PC.

cities skyline is available for both, its just called windows 10 version, it is the same on both versions of windows.
