Cities: Skyline - Can't load my save or start a new game

Does anyone having an issue with Cities: Skyline where you want to start a new game and when you load it at 90% it freeze?

it started when a bought two dlc "Green City" and "Mass Transit". I uninstalled the game and all it's Add-on. -> I remove my profile and put it back on my console. -> I clear my MAC adress and I also clear my persistant stockage and it won't resolve my issue.

power cycle
of the console.

If the problem persists, try doing a
soft factory reset of the console,
Reset and keep games and apps to help reset the operating system. Please note before doing this troubleshooting step, make sure to know your email and passwords for your Xbox profiles.

Hi, I already pass all the tips that can help me with my issue. After trying something yesterday, I
uninstalled both of the DLC and start my game without it. It work just fine.

I open my second console with an other Gamertag and I'm able to play Cities: Skyline with all my dlc on it. I log my account on this xbox one to see if It works for me. Still have the same freezing at 90% on the other console too.

Issue -> Dlc that I bought yesterday.

-> work fine with an other account that didn't buy the dlc;

-> Don't work with my account which I bought the dlc on with two different consoles;

Don't know what to do next.

Hey, just tried that. Connect to hotspot, Started up the update for CoD, it hasn't appeared on the download list. However I then tried to load YouTube and it's the same issue. Taking too long to load. Then tried Cities Skylines and the same issue.

We understand that you're experiencing an issue concerning an inability to play

Cities: Skylines - Natural Disasters, as the game will not start.

Do you own the full game of Cities: Skylines - Xbox One Edition?

If not, the reason being that Natural Disasters is only an add-on for the full game, and the full game would need to be purchased in order to play this specific DLC.
