Child Privacy & Online Safety

Okay, so when i first set up my xbox account a few years ago, i asked my parents, "hey do you want to have control of my parent account to control what i see and whatnot." They said they didnt care and that they trust ill be responsible. Great right? So
when i first made my account, i was on the Xbox 360. At the time i was a huge minecraft nerd and bought skin packs and texture packs galore. I had everything on my child account allowed and absolutely nothing was blocked. I switched to an xbox one console
about a year and a half ago maybe a bit longer. When i redownloaded minecraft i found that i had lost all my skin and texture pack purchases. Annoyong right? So i just shrugged it off and played without the packs. Recently i decided to get back into minecraft
and i wanted to buy a texture pack so it would look cooler to me. An error popped up saying "You cannot buy or download because of how your account is set up. This can be changed in your privacy & online safety settings on Xbox.com." This is confusing seeing
as I knew I had given myself all the freedom possible. So I went to xbox.com and checked every single section on my child account that you can block and allow and made sure everything was enabled and allowed, and it still says Im unable to purchase a skin
pack. So i logged out and logged back in, shut off my console and turnes it back on. I even tried to contact the robot helper first before going to a forum and contacting tech support. If anyone has a solution lemme know.
