Chat Notifications not Showing up.

My friend on xbox console companion cannot see my messages, despite the fact that he said that he turned notifications on. When I can see he is playing, I send him a message that he claims that he did not see when I meet up with him in person. Is it possible
for certain games such as Just cause, Borderlands, and Superhot to block notifications, or is there some other thing that could be keeping him from seeing chat notifications? Any help would be appreciated.

Have him restart his console.

There's an option on Windows 10 to block notifications so perhaps could be that, acts similar to Android's "muted" function. Tell him to check the Notifications button on the bottom right of the screen on the task bar.

Yes have pretty much tried all methods nothing seems to resolve this issue

Had the same issue before being in the insiders program. Had a 4 hour chat/troubleshooting session with Xbox Support and nothing could fix the issue.

When you say you reset the Xbox One console's OS, do you mean you
factory reset your console? If so, which version did you do? If not, let's have you try the option that allows you to keep your games and apps and see how that goes.
